Environmental protection packaging in international trade
with the development of packaging technology in the world, the requirements for environmental protection packaging in international trade are increasing. According to the WTO Research Report, at present, there are six main reasons for restricting the entry of commodities/packaging from developing countries into the markets of developed countries: developed countries have systematically set increasingly strict and complex environmental regulations and environmental protection standards; High standards of environmental protection packaging management, especially decisions on Ecological signs and packaging materials; Producers' obligations regarding "recovery"; Recycled substance content obligation; Regulations on public sector procurement and voluntary industrial regulations on environmental protection. The above difficulties of developing countries lie in their lack of timely and sufficient information on these provisions; They cannot fully participate in and influence the formulation and implementation of relevant standards; The extra costs they pay to adapt their products to the market divided by these different regulations and to obtain relevant information; They cannot pass on the increased costs to consumers through higher prices; Their lack of technical capacity in environmental impact assessment, testing, certification or standard setting; They do not have enough funds to invest in the development of new technologies and production methods and the research of substitutes
small and medium-sized enterprises in developing countries have particularly prominent capacity deficiencies in these areas. In order to solve these problems, the suggestions put forward by the relevant parties of the WTO mainly include the following eight aspects:
1 Implement preferential market access system for "eco-friendly" products instead of green offset tariffs for products produced according to lower environmental protection standards
2. Provide technical assistance to developing countries to help support their environmental protection policies and help their enterprises understand and adapt to the environmental protection requirements of their export markets
3. Provide financial and technical assistance to help developing countries better participate in the activities of the international standards organization
4. Revise the relevant provisions of the WTO so that countries will treat developing countries differently from developed countries when taking environmental measures
5. Amend the general agreement on Tariffs and trade to allow countries to apply exceptions to the general environmental requirements for relevant products to developing countries with small market share
6. Implement policies at the regional level on product harmonization, testing and certification bodies, the promotion of environmentally friendly raw materials and the coordination of the transfer of environmentally sound technologies
